FAPSI structure

FAPSI structure is strictly secret that’s why all presented information set before is taken from odd open sources. Many experts count that FAPSI structure completely imitates the structure of American special service ANB (Agency of National Security) which performs the identical tasks.

There are following departments in FAPSI structure:

• Headquarters of governmental communication (GUPS)
• Headquarters of communication’s security (GUBS)
• Headquarters of radio electronic intelligence of communication’s means (GURRSS) - external radio electronic intelligence
• Headquarters of information systems (GUIS)

Under the law "On bodies of governmental communication and information" the system of governmental communication’s and information’s bodies includes:

• Federal agency
• Bodies of governmental communication and information in RF subjects (centers of governmental communication, informative-analytic bodies) in subjects of Russian Federation;
• forces;
• educational institutions;
• scientific-research organizations;
• enterprises (MO PNIEI must be the main FAPSI enterprise in the sphere of creation of information protective means)

By Federal agency acts the Academy of cryptography of Russian Federation.

General director is a forces commandant of the Federal agency.

On Oct 10, 1991 President Gorbachev approved the Condition on Committee of governmental communication which was determined as union and republican committee. There were following departments in the structure of this Committee:

• Headquarters of governmental communication;
• Headquarters of communication’s security;
• Headquarters of radio electronic intelligence of communication’s means;
• Informative-analytic department;
• Department of governmental communication of RSFSR (by agreement with RSFSR President);
• Department on work with personnel;
• Economic department
• Military construction department;
• Finance and planned department;
• Commercial service;
• Organization-mobilization division;
• Legal division;
• Secretariat;
• Service of security;
• Scientific-technical council;
• Press-center;
• archives;
• Academy of cryptography;
• High Military Command School of Communication, Oryol
• Scientific-technical center (comprises Headquarters of communication’s security).

Besides according to President decree No. 313, 24.12.91 the following divisions comprised FAPSI:

• State information computer center by State commission on extraordinary situations (Gostsentr USSR) with the subordinated to it organizations (NII "Romb", NII "Energuya", NIC "Terminal", Scientific and thematic center)
• Moscow NII of electronics by Scientific and production association "Avtomatika"

In accordance with RF President direction, Sen 24, 1992 No. 536-rp in FAPSI compound by direction of Property State Committee, 29.12.92 No. 1291-r was founded the Technological center of legal information "System" (NTC "SISTEMA"). 48 Myasnitskaya Ul., GSP-786, Moscow, 107078.

On Dec 15, 1998 by the Government decree No. 1492 signed by Primakov was created Military Technical School of FAPSI, Voronegh.

By RF President Direction No, 319-rp, Jun 23, 19922 the following persons entered FAPSI College:
