FSO historyFSO precursor is the 9th department of KGB USSR. The last chief who leaded the Service of safeguard, KGB USSR before the August period, 1991 was colonel-general Y.S. Plekhanov (discharged on Aug 22, 1991 for the participation in attempt of USSR President’s isolation). In August - December, 1991 the structures of KGB USSR were in the process of non-stop reorganization which ended by their re-subordination to the President of Russia - Yeltsin. Unlike bodies of security, external intelligence and frontier service converted at first into the inter-republican ones, the bodies of governmental communication and state safeguard were transferred to the machinery of USSR President and acts on their re-organization were almost not published. In Dec, 1991 in one of decree there are some data concerning the Department of safeguard by USSR President to which a Separate Kremlin regiment (now - President regiment of FSO Russia) was subordinated. Safeguard of the Supreme Soviet of Russian Federation, RF Government and their subordinated bodies in the White House since 1955 was assigned to a subdivision consisting of MVD officers entered into the staff of the Supreme Soviet (VS), RSFSR. By 1990 its name was the Service of security and safeguard of RSFSR governmental objects. After B.N. Yeltsin became the Chairman of the Supreme Soviet of RSFSR a Division of security by the Supreme Soviet’s Chairman with A.V. Korghakov as its head was created in this structure. In October, 1991 the Service of security and safeguard by the united direction of VS Chairman and Government by the agreement with the President’s Administration was renamed into the Department of high bodies of state power and RSFSR administration safeguard. On Dec 10, 1991 instead of Gennady Bashkin - who had been appointed by USSR President Gorbachev -M.I. Barsukov took office of the Kremlin’s commandant (appointed by Russia President Yeltsin).
