This service is in charge of counterespionage, including supervision of the military-industrial complex, the Russian army and navy, and the pursuit of hackers who attack government resources on the Internet.

The history of Soviet counterespionage began in 1922; on May 6, 1922 a decision was made at a meeting of the leadership of the State Politburo of the RSFSR, to expand the GPU structure by adding a sub-section to fight foreign espionage). The first heads of the KRO were Felix Dzerzhinskii, Vyacheslav Menzhinskii and Artur Artuzov.

Currently, aside from combating espionage, the activity of the Counterintelligence Service (SKR) is focused on ensuring the safety of Russian institutions and citizens abroad, the movement of foreign citizens in and out of the Russian Federation, fighting illegal immigration, operations to close the state borders, and investigational activity. In addition, the Department works together with relevant sections of the FSB on measures to ensure the safety of foreign states' official representation on Russian soil.
