In the 1990's a directorate for economic counterespionage existed, first under the FSK, then the FSB (it's KGB predecessor had been the 6th directorate).

In 1998 in accordance with a Presidential decree a department for economic security was established within the FSB. It incorporated sections covering a wide range of tasks and functions, from combating organised crime and corruption to the provision of operational escorts to the implementation of major economic projects and state programmes.

In April 1999, on a Presidential decree, the department of economic security underwent structural reform. The two directorates saw the creation of several sub-sections, including a directorate on counterespionage provision for industrial facilities, transport, credit-financial sector, combatting contraband and illegal drug trafficking.

In 2004 the Department was renamed the Economic Security Service
