President Putin proposes bill "On parliamentary investigation"On September 26, 2005 Vladimir Putin introduced the bill «On Parliamentary investigation» to the State Duma. The bill was adopted as the Federal law No. 196 on December 27, 2005. The law regulates the parliamentary investigation and prohibits parliamentary investigation of the activities of the President, court and investigative authorities if they comply to the processual law. Also it establishes that no parliamentary investigation should last longer than a year and that the cases processed by a court should not be subject to it. The law also allows the authorities to readdress all the complaints after elections to the parliamentarians who have the right to set up a corresponding commission and investigate all the cases of electoral violations. However, this right is accompanied by such a number of bans and limitations in the Law that it is highly doubtful that a commission of the kind will attain some specific result. The mere fact of its creation though can appease the dissatisfied and convince both the Russian and world community that the Russian authorities are indeed prepared to honestly and objectively investigate any violations made in the course of the election campaign.
