National Anti-Terrorism Committee (NAK) establishedOn February 16, 2006, Russian President Vladimir Putin created by decree the National Antiterrorist Committee (Nacionalny Antiterroristichesky Komitet, or NAK). A high-level interdepartmental agency, the NAK is tasked with coordinating the security services’ antiterrorist activities. The National Anti-Terrorism Committee was established with 300 FSB officers, and is headed by an FSB director. NAK includes members such as Foreign Minister and the director of the Foreign Intelligence Service (SVR). The decree also creates a network of counterterrorism commissions throughout the Russian Federation to be led by territorial administrative heads. Finally, the decree sets up a federal operative staff as the commission's executive arm, as well as territorial operative staffs, to be run by the heads of the territorial branches of the FSB.
