System of security bodies in forces:

There are following divisions in the system of security bodies in forces:

  • Division of military counter-intelligence, RF Federal service of security (hereinafter referred to as third Division);
  • Division and departments of RF Federal service of security on military districts and fleets, district of Air force and Air-defense, internal forces of MVD RF, regional departments of RF Federal Frontier service, groups of forces, large units of central subordination (hereinafter refereed to as - divisions and departments of RF Federal service of security on operative strategic and operative large units);
  • departments of RF Federal service of security on large units, formations, military units, garrisons, military educational institutions of professional training, organizations of RF Armed Forces, other forces, military formations and bodies (hereinafter referred to as - departments of RF Federal service of security on large units, formations, military units and organizations).

3rd Division is a subdivision of central machinery by RF Federal service of security carrying out the direct leadership of security bodies in forces subordinated to RF Federal service of security.

3rd Division provides security in central bodies of management of RF Armed Forces, other forces, military formations and bodies and in direct subordinated military units and organizations.

In the system of security bodies in forces its being formed a college which comprise the 3rd Division chief (Colleges chairman), his first deputy and deputies (ex officio) and besides other leading officers of the 3rd Division and of security bodies in forces included into college by the director of Russian Federation Federal service of security by presentation of the 3rd Division chief.

In Feb, 2000 the acting president Vladimir Putin signed the decree "On departments (divisions) of FSB in armed forces" extending possibilities of Special divisions. Condition on divisions (departments) of Russian Federation Federal service of securities in RF Armed Forces, other forces, military formations and bodies (security bodies in forces) is approved by RF President Decree, dated Feb 7, 2000 No. 318 and partly published in newspaper "Krasnay zvezda", Feb. 25, 2000. Some clauses of the Condition have a closed character.

From the Condition:

"5. Security bodies in forces have the right: to set at confidential basis relations of cooperation with persons having consented to do so on behalf of security provision of Russian Federation Armed forces, other forces, military formations and bodies and besides for tasks resolving provided by federal legislation".

A field of responsibility of army Special divisions for drug business, organized crime, corruption, illegal turnover arms, ammunition, explosive and toxic agents, special technical means designated for private receive of information is being extended in this document.
